I was under the impression this was a fairly common practice. I think every Pathfinder campaign I've ever been in has had Skaven in it even though they're a Warhammer race. Never really thought much of the practice and didn't really see it as any different than most settings having Elves or Dwarves who are 99% the same between settings.

Elves and Dwarves are different since they're literally staples of high-fantasy at this point, same goes for most of D&D common races such as Orcs and Golbins, and even stuff like Halflings.
Generally if someone wants to rip off something belonging specifically belonging to one other setting, they'll tweak it a bit and name it something different. Draenei without the lore and setting they're made for are just attractive blue Satyrs, so make them a subspecies of Satyrs which are another generic fantasy staple race, although it's one that doesn't get included in many settings because they're unattractive and evil.
Bam, suddenly they're not Draenei at all, and have absolutely nothing to do with Draenei.

Burning Crusade literally ended with the Blood Elf players killing Kael'Thas, their monarch, effectively leaving them without a head of state and should have been a time of turmoil for them, something should have changed, but instead everything's just the same in Silvermoon.
