fortunately the orks are busy fighting one another and others, dark eldar are busy backstabbing one another while the craftworlds fuck around alone, the necrons have been retconned to not be working together, chaos is chaotic and the tyranids haven't arrived in force yet.

Is that actually true, regarding the eldar? Its not like they haven't been willing to work together before. I feel like, considering how they can see into the present and future if a true alliance would have amounted to anything significant, they would have done it by now.

The thing about that is, though, that the Imperium is more or less united to begin with (albeit hampered with bureaucracy and shit), whereas just about any other race uniting - especially the orks - is an impossible apocalypse scenario. If such a scenario does take place, then just to be fair, the Imperium needs to get to unleash the apocalypse scenario of its own, i.e. either discovering a fully-functional STC template, or the Emperor waking up.
After either of those, especially the former, the Imperium would trounce everything.

With the Eldar it would need all the Craftworld Eldar, Corsairs, Harlequins and Dark Eldar working together. The Dark Eldar have a fairly large population, but they all hate one another.

The Imperium cannot use its full might against one threat because at the same moment it would be attacked from every other side. Every single enemy of the Imperium is weaker than it but they're many, it simply can't spare forces to deal with them. They will lose eventually.

No, he is right. The Imperium cannot defeat any of these factions (except the Tau and Eldar) If they united. Like the Imperium, they are scattered and disorganized but if you put a united Imperium and a united Tyranids, Orks, Chaos, or Necrons in a vacuum the Imperium will always lose.
