I'm looking for a (preferably) rules-light system that would allow me to flavor it as a Metal Gear Solid tabletop.

The players would all be footsoldiers or agents of one of the various MGS Organizations (FOX, MSF, Diamond Dogs, FOXHOUND, Philanthropy) which would determine alliance/mission objectives/technology available, and being able to assign bonuses based on the organization would be cool.

Anybody know of a system that would help out here? Doesn't matter if it's anything official or not.

Additionally, some mission objectives would be a welcome method of bumping the thread if you feel like flexing your creativity.

Additionally, a friend referred me to a system called PDQ (Prose-Descriptive Quality) for this idea, but it seemed like it was *too* non-specific when it came to things a character could/couldn't do. The last thing I'm looking for is

I feel like you should go with an Intrude N313 type thing. Have the Operatives gear up, and then infiltrate "totally-not Outer Heaven". Keep it short, sweet, and to the point.

I'll probably do something similar for the intro game, to familiarize and such. Give them all a chance to flex their own abilities and what have you.

The hard part will be giving Espionage characters something to do.

Do it like MGS V. Big sandbox filled with explorable locations and multiple missions to choose from with semi-persistent changes in the enviroment by result of player action.

You could have the Espionage characters disguise themselves, hack stuff etc. But you could always just say "No Espionage characters this time". If you're in the mood for something even more confined, have the Operatives in a airport/mall/whatever, and then have terrorists take over the building. Of course, the Operatives have no gear, so OSP is in full effect. The objectives can include
>(a) Contact totally-not Campbell
>(b) Get some gear
>(c) Secure the hostages
>(d) Eliminate the terrorists

Seems pretty simple, and easy to run.

Have your soldiers infiltrate active war zones with objectives to secure a VIP that is being tracked by all belligerents in the area. Make the VIP as much of a cliche of something as possible because its the flavor of MGS for high value targets to be somewhat quirky

In a group of 4 you need

Rules lite.

Metal Gear is high class techno wank, you're not going to get a real metal gear experience with a system that doesn't five page spread on varies us ammo types.
