Just how powerful are Eldar/DEldar compared to humans in 40k?

If we're talking on an individual level (most likely not, but I digress), an Eldar effectively has the edge over a non-augmented Human in virtually every way. Far, far faster, better reflexes by a long shot, slightly stronger and tougher, more perceptive and can process information at ridiculous speeds. All of this is further augmented by a minor psychic ability, though Dark Eldar lack this trait they often make up for it by being EVEN faster and more aggressive.
In faction terms? Nobody can really say for certain how powerful the Dark Eldar are, but the Imperium could likely wipe Corsairs, Exodites and Craftworlders off the metaphorical board if they were the only two races present, with significant planetary and system losses for the Imperials, of course.

If you mean 1 v 1 combat and fluff-wise? Eldar are vastly more powerful. They're supernaturally fast, to the degree that they can sometimes dodge bullets, and they have extreme martial skill due to their enhanced senses and age.
Mechanically, remember that a Veteran Guardsman (WS/BS 4) is pretty much the peak of human training barring extreme circumstances, while the average Guardian (WS/BS 4) is their drafted militia. Decades of training for a human can result in skill that comes to an Eldar naturally, and even then they'll never be as fast. Once you account for aspect warriors and more skilled fighters, the gap grows wider.
But they'll still get slaughtered by space marines

Entirely depends on the Space Marine. The Eldar still has the processing, perception and agility advantages, something that could prove very fatal when combined with Eldar weaponry.
That being said, any Astartes will shit all over a Guardian. Aspect Warriors on the other hand are probably a close match to Tactical Marines on average, with some Aspects having minor to severe advantages or diadvantages.

If they were accurate the entire TT ruleset would get a complete overhaul, Anon. Astartes would shrug off the majority of small arms fire from a good half of the factions, or at the very most get stunned by a direct hit. Eldar would be sprinting across the board in a single turn. Astra Militarum players would be fielding a few hundred Guardsmen for every Aspect Warrior/Tactical Marine/Necron Warrior on the field. Besides, don't Tau already do a fantastic job of making Marines look shit? Come to think of it CE and AdMech do that too.
Still, DE need a buff.

Eldar are a puny race of treehuggin' bastards. Their weaponry can't even damage Imperial Guard standard Flak Armor, lol. My Commissar said so, and my Uplifting Primer says so too. I just need a single shot from my trusty lasgun to end you, foul xenos.
In straight military terms;
Eldar?
Pit all the craftworlds against the Imperium, even without the space marines, and the Imperium wins by sheer weight alone. If the Eldar were to band together in one spot and go on a Jihad through Imperial space, they'd cut a swathe, to be sure and could even make it to Terra due to Craftworld being, well, mobile fortress worlds, but as a whole, the Imperium would continue to exist, and the losses could be absorbed.
However, they can see the future and all the mindfuckery that implies. So you can have all the guns in the world, but you'll never catch them.
The Dark Eldar?
Not a snowballs chance in hell. The D.Eldar can murderfuck all they want, but they do not have the manpower, nor equipment to even tickle the Imperium without significant planning. That being said, their homeworld is on another plane of existence entirely, and cannot be attacked. Even more so, their fleets are even more elusive then the Eldar. While you'll only see at most a flotilla of corsairs in one sector at a time, you'll never really be able to pin them down and kill them. So again, for all the weight and might of the Imperium, still no way to clamp down and strike them off the board for good.

Less powerful actually. On a individual level maybe not but humanity has a massive number *and* unlike eldar the ability to fight together without making lotsa treaties. Look even when Iyanden was besieged and threatend to go down, other craftworlds did fuckall. Just like the many that went down, usually another craftworld just does not care to send aid. Another imperial sector, will.
Also they have an advantage on the really blammy tech. Battlezone Valedor mentioned that even the big craftworlds involved do not possess weapons to obliterate a planet with and had get an artefact of old from the dark kin. Humanity has lots.
