As far as I gathered it, they're an OLD legion, hailing from a secluded Forgeworld preparing for the end times since before the Horus Heresy.
It's a scout force, always has been, keeping tabs on the Imperium's enemies and kicking their teeth in when needed, but utterly devoted to reserving their strength otherwise.
That's the feel I get.
