Actually, they kinda recovered from it and the Imperium grew larger. The Imperium's future was looking bright but then the Beast happened.
As for the CSM? The Scouring defanged them to the point that the Imperium forgot about them for a period of time. It took Abaddon's First Black Crusade to wake the traitor legions from their self destructive ways. He restored their faith in themselves and the long war. He singlehandedly resurrected the menace of the CSM. If Abaddon wasn't around, then the threat of the CSM (and the rest of Chaos) would fall behind hard compared to the other threats to the galaxy. It was pure luck (Not really it was the doing of Be'lakor)that gave Chaos Abaddon.

Tau and Orks are resistant to its mental corruption of Chaos due their upbringing and mentality but they are not immune to it.
Orks have fallen to Chaos corruption before. Anyone who tells you otherwise is stupid or an Orkfag (usually it's one and the same). Tau when exposed to Chaos, suffer distress and mental pressure that translates into increased aggression. Fire Warrior Kais was temporarily corrupted by Chaos.

No case for Necrons yet because there is not enough Chaos vs Necrons lore. There is no detailed accounts of Necrons vs Chaos.
As for the Nids? Tyranids are vulnerable to the madness and physical corruption of Chaos. The Hivemind removes the affected Tyranids as if they are cancers.

The infighting is kind of instremental to ork society. It's one of the pillars upon which it is based. It stabilises their economy, and it's not as if it gets in the way of being able to buy a pint and a pie (which are close to the only non-violent things they produce).
