You must change the alignment of Tiamat, mother of all dragons and one of the most evil creatures to ever exist, to lawful good.
Rules:

Step 1: Make her truly immortal and give her perfect memory.
Step 2: Redesign the universe in a way that causes it to reset after a set time.

She will observe all of creation, from start to finish. The universe will expand from a Big Bang, then collapse and start all over. She will be a part of it every time, remembering all she's done and achieved.
It's only a matter of time before she exhausts her capacity for evil and branches out into other areas of alignment. If she doesn't choose to change, she'll wind up living the exact same scenarios repeatedly and wind up going mad from the monotony. If she goes mad, wait that out as well. You can only be insane for so many universes.
You're basically treating her as a random number generator at this point(Tiamat is the variable, the universe is the program.). You're just trying to get a certain result that's well within it capabilities. You just need to let it keep generating until you get a Lawful/Good Tiamat.
Using this method and with enough time, you could get any personality Tiamat you wanted. Theoretically you'd be able to get ANY Tiamat with enough time. You want Otaku shut-in Tiamat? Give her enough time to invent the technology and introduce it to a universe while also wanting to live that way cause it's something she hasn't experienced in it's entirety before.
