But in terms of existing characters of Be'lakor, Archaon, and Abaddon, it means either being the perfect pawn who benefits all Four (Ab), being their favorite whipping boy that has no power over anyone unless they all grant it (Bel), or hating them so much they feel you can never be used against them (Arch).
No matter what it involves accepting and using the powers they grant while plotting and trusting nobody and being tactical while still getting your hands dirty.

But if you worship all gods or just "chaos" like Black legion, word bearers, night lords, alpha legion etc you are chaos undivided.
You just worship whoever is most useful to you at the moment. Like if you've caught some warp disease, you'll ask Nurgle to heal you in return for some form of sacrifice to him. But if you need help killing people, you'll ask Khorne for help.
It's just worshiping them all, and making appeals to whoever can help you at the moment.
