How do balance villains in Mutants and Masterminds 3E? What power level is appropriate for 4 power level 10 characters?

No, it's just that there's usually not much discussion to be had other then "Well here's this guy I made that one time".
Notice how the longest-running general threads most consist of huge endless discussions of rules and math and character builds?
Since most superhero systems have more generalized character builds (usually revolving around effects which you personally fluff rather then explicit descriptors), there's no real debate to be had since the inner workings of the system are pretty much laid out for you right away.

In my experience this actually depends mostly on the TYPE of heroes the players made rather then just flat PL, since some team combinations will be better at some things then others.

Also, when using villains just give them whatever the fuck powers and abilities you feel they should have for the plot; the PL when it comes to villains is more about what their bonus limits are, not how many points you spend since most example villains they've given often go way over what a PC of the same PL would have.

That's a good point, but I still feel like there's enough room for discussions surrounding campaign settings, encounter ideas and how to deal with particular characters well, but I guess right when it comes to most generals just talking about mechanics and "how do i make this".

Finally, remember that it's not a game of D&D. Superheroes is a far more narrative-driven genre then other systems in general, and often superheroes face villains way out of their physical league and must resort to trickery or exploiting weaknessess to overcome them.
You also just can't pick some numbers and assume "balance" since you WILL have to adjust everything based on different villain archetypes; a genius with gadgets or mastermind who works from afar with necessitate a completely different approach then an unstoppable thug-style foe.

Well by way of discussion; from a GMing standpoint my biggest problem is mostly that often the players themselves have a huge lack of familiarity with the genre of capes and how it works, and so will treat it like a D&D adventure or otherwise won't bite at interesting story hooks or refuse to play with the genre conventions.
I think this is mostly because fewer and fewer people read comics every year and movies aren't really a very good indicator of the genre itself and how it tends to work sometimes.

Everyone assumes that hitting shit until it goes away is the automatic solution to everything and if something is too directly powerful they assume the encounter is rigged for them to loose even though Hero Points are sort of made for that kind of narrative aid stuff.

Superheroes require more then just players who want to have powers; they require self-motivated players.

Quest Threads and shitposting are unfiltered shit, but they have been around since the inception of /tg/. It's like complaining about too many 40k threads.
But generals are a new thing, and they kill off what 4chan is supposed to be about: A clusterfuck of discussions, an open forum. Somebody not interested in supers isn't going to have a look at supers general, but he might chip in in a thread that is related to supers, but opens with a topic that he actually gives a fuck about.
