Most monsters are dangerous and can easily kill a single human. Most animals are small and will be no match for a human, even as a group. It's therefore a huge risk for most animals, but a small risk for most monsters to attack humans.

Large animals, like lions, wild oxen and bears do occasionally attack humans. But it's rare because 1) we don't really occupy the same habitat and 2) very few animals eat humans, so there is little to gain.

Monsters in most fantasy games like all habitats, some eat humans and yet more have other motivations for attacking humans (see >>44106351).

Most animals are creatures of habit. They hunt what they're used to hunting, avoid things which appear threatening, and ignore most everything else. It's literally baked into them by instinct and for some by watching their parents. Humans are "weird", and not part of their diet because they've never been part of their diet. Like a herd of deer could kill a person easily, but they won't, because their instinct is to flee. There are exceptions. Animals will attack humans if they feel threatened, territorial, or desperately hungry. But in most cases won't.

Monsters are monsters because they break these rules. They're overpowering in some manner, such as a desire and capability to hunt humans.

Because that's loosely how monsters are defined in-universe.
A massive being that could smash villages but just wanders around valleys eating trees is a beast. Whereas a small lizard thing that tries to eat faces is a monster.
If tigers existed in-universe and were near-entirely aggressive they'd be monsters, not animals. As it is they're just dangerous animals. With precautions and space they'll just eat deer and stuff.

Most animals don't attack humans because we taste terrible, are mildly poisonous, and fight back. Most monsters don't mind the taste, are resistant to prion diseases, and are tough enough that the average human's panicked self defense isn't a threat to them.

They have their place and function in the ecosystem, even if that place is "to be fucking horrible". If it winds up in a foreign area, or if something unusual enters its area, things are gonna get fucked real bad.
