They probably "borrowed" the name from the character from Highlander (who was himself named for an ancient nomadic steppe people).

IIRC people from Norsca are "nicer" for lack of a better word. It's not unreasonable to come across Norse mercenaries in The Empire. They're not a cohesive group with over all leaders though, having good relations with one tribe doesn't guarantee that other tribes won't murder in the name of their dark gods.
This is the aspect that The Empire struggles with the most, the Norse straddle the line between The Empire and Chaos and as a group they run the entire spectrum from honorable warriors and merchants to blood crazed raiders and warmongers.
The Kurgan are far simpler in that they are, as far as anyone in The Empire is concerned, pure evil. You can't trade or negotiate with a Kurgan, they're a warrior culture completely bent on the destruction of pretty much everyone who isn't them. It's not an uncommon belief in The Empire that Kurgan aren't actually human and are in fact another breed of Beastmen which pretty much sums it up really.

Kurgans are all the more involved in the whole Chaos stuff.
Norscans are chaos worshippers in their own right, but during peace times some of the southern tribes are willing to commerce and trade with old worlders, and they also share some deities with the Empire, like Ulric and Taal
I always thought that Kurgans were Turkic horsemen, whereas Norsca were "Muh Vikings" on Chaos Cool Aid.
