In terms of uniforms they're nothing special.
In terms of fluff you got more extreme stuff in run of the mill 40k regiments.
Though most regiments are something historical with lasrifles.
Basically paint your stormtroopers or scions with the approriate skin tone and call them gurkhas and you're done.
If you're feeling fancy you can track down some fitting knives and glue them on.
Capes are too noble for grimdark. What do you think this is, some kind of fantasy with some shred of hope?

Surely manufacturing billions of cheap pieces of cloth in appropriate sizes, colours, and fastening styles, then managing the logistical elements required to ship them to where they are needed across the entire galaxy, managing replacements and resupply as necessary, is a trivial affair.

The image is a game is anything but noble or hopeful. You basically play as a soldier in an evil empire that pretends to be a DEMOCRACY spreading FREEDOM and LIBER-TEA across the galaxy, whether the rest of the galaxy wants you to or not. To bad for them that DEMOCRACY IS NON-NEGOTIABLE.

Look at it this way. The imperiums biggest resource is manpower right? I even have a sneaking suspicion they just send guards out with knives when guns are in short supply... Anyway. That piece of "cheap" cloth could be used to make more uniforms we're sorely in need of. Seriously, we just painted jim green and gave him a rusty old fish scaler for that last raid.
