Vamps get it as a free ability in 3.5.
It has the (Su)pernatural tag, so there are no verbal, somatic, or material components. In other words, no visible indication that he's casting it. Also, it takes 2d6 rounds for the summons to show up, hence the line "Ah, my friends have arrived!".

The baleful polymorph can be undone anytime. It's just that after 24 consecutive hours, one has to make a will save, and if that has been failed, one loses all previous memories, and definitely gains only the hit dice and hit points of the new form.
The main reason why Bloodfeast hasn't been reverted back to his form is most likely that he's a Gargantuan allosaurus that would be way too large and to heavy for the ship.

They're CR 2 and take an average of seven rounds to show up. It's okay if you can get enemies to target them instead of you. Really it's just a bit of icing on top of the better things vampires get (undead immunities, dominate person at-will, damage reduction, fast healing, slam attack, etc).
Speaking of fast healing, even at a measly 2 hit points per round, Durkula should be recovering all his hp during the duration of Antilife Shell.
