That is unironically pretty interesting. There could actually be a "king of the homeless" the local lords uses to spy on his enemies. Because seriously, who the fuck is going to suspect the beggar sitting across the street from the inn where you're plotting the assassination of the duke? YOU GOT CHAAAANGE?!" while spilling questionable substances all over your carefully composed blueprints and nobody would suspect it's anything other than a crazy homeless person.

People stay away from the homeless now regardless. They're more feared than the king's personal guard. Only the church goes within spitting distance of them on a regular basis to provide aid and temporary shelter.
