An orbital defence platform counts as a vehicle if it has its own means of propulsion.
With enough sci-fi bullshit tech on board it can precision target shit on the surface and take out threats from space.

Even the later marks of Bolo were only considered Planetary Seige Units because they could take a planet on thier own. Defending one is much harder, because you care about keeping it intact and the enemy gets to choose how to come at you.
Fundamentally, if you can only deploy enough defensive material to secure one area, then you should only attempt to secure that area. Fall back from the other hemispehere under the defensive umbrella. Don't overstretch your resources, or you'll just lose both hemispeheres.

The question is vague and ill defined. At what tech level is the planet? What about the attackers? Hard sci-fi or pulp? Etc.The answer can range from "it's impossible" to "a single loli piloting a mech".

If a projectile can achieve a great enough speed to break atmosphere, but not orbit, it could theoretically hit any part of the world on its arc. The problem is in the miles of lines of math that would cause, and that the projectile would lose a ton of its impact in that time. Maybe accelerating a one-stage missile into near orbit? Once the projectile is in the right arc, re-enters denser atmosphere, and aligns itself, it can activate its thruster and re-accelerate to the target.
Make the planet the vehicle. Either a planet-wide construct-city like coruscant, or just put massive thrusters on one side of your planet and avoid obstacles. Or just go on the offensive and ram a moon into your opponents.
