Shouldn't immediate reparation be meaningless for such long-lived races? Seems to me you are pressed into this decision by something.
But you will integrate yourself and will be treated as humans, which is to say nothing more and nothing less. Equality in all but property, talent, and honor. Remember the latter two as well. If people scribble mischief on your door, that's something you have to fight through living by example.
Keep living off the bloodpacks, make sure to drink the not rare kinds though, there wasn't a shortage of it anyway.
Depending on the reparations, I'd allow them; it'd be a terrible idea to earn the scorn of a magical race; not only could they probably cast 'Shrink-dick' on you, but you'd be put in the spotlight as '*Insert country* hates magical races!'
The vampires running the Red Cross is totally cool by me. Even if they took 10% of the blood, they'd still be doing a huge amount of help to the world, and donated blood is probably the most responsible and renewable way to feed.
