The WotC artists used Mialee to work on establishing facial features to make elves look more "alien" than the standard at the time.
In the end it basically fell into an uncanny valley that looked more like a genetic disorder.
As for the outfit, this is merely the traditional Elvish scholarly uniform. It's hardly the first time a fantasy character showed her legs or midriff, after all, and at least she isn't pretending to be armored.

This. Unfortunately, they didn't bother changing the clothes from "skimpy hot elf outfit". D&D elves are also supposed to be shorter than humans- but it's not at all uncommon to see same size/taller ones.
Similarly, 3E really tried moving Halflings away from their Hobbity origins, but every once in a while, you would see one that looked like he was from the Shire. I think one of the Eberron books even had a hairy bare foot one.
And in 3E, Dwarves weren't described as having any kind of predisposition towards pale skin and red hair. On the contrary, they were described as being darker skinned and having darker hair. But the ol' Scottish Dwarf stereotype died hard.
