Dom4 overhaul the PD so that the basic militia is province troop up to a certain level, the tribe warrior are likely part of the regular army and placed so that the PD take any cavalry charge/fire closest so as to minimize loss

To actually answer your question, 13th Age has something like this. Many (but not all) powers are 1/encounter, like D&D 4e. The Escalation Die incentivizes you to hold your powerful attacks: you gain a +N to attack rolls on the Nth round of combat, and some powers will gain additional effects in later rounds.
