Study history and work in some famous dead folks. Then don't be afraid of letting your characters kill them.
They'll appreciate the sense of agency that comes with putting wild bill hickock in the ground.

Watch out for the guy who can stack a card deck. We had a professional stage magician with few ethics in our first DL game, playing a huckster. It didn't go so well.
How often should I have my players level up? I usually do it once every two missions (1-3 sessions, 3-5 hours, each once a week), unless they do something really significant. My players who have a focus around some sort of magic or weird science are always wanting to make a new thing.
