I would probably use it to shoot people i wanted to banish from the plane, preferably from a ranged distance. That is if you mean the person getting shot gets banished. If not, i would give it as a gift to someone i know that I want to banish from the plane and uses ranged weapons

I would use it for a late/industrial/black powder fantasy kingdom that worships luck and fate. Standard execution is by firing squad, but one rifle is equipped with the ribbon. Maybe you get shot to death, maybe you take one bullet and get exiled to another plane.
