No, while the content is fantastical, the artist obviously put a lot of effort into making the way the water looked and moved be realistic, despite that. Gives a nice grounding to the setting I feel. Water is hard to get right, even if you are copying from a photo.

What's the purpose of several large sailing ship that can't move from a small lake.
In general it just looks completely over designed and convoluted to navigate through.

Venice doesn't have waterfalls blocking traffic though and certainly doesn't use large sail boats to navigate the canals. Since there are no visible locks or areas where there could be locks it's bit unreasonable to use as an excuse, and even if there were locks it's still completely over designed and would be incredibly slow to navigate through.
As for magic, there would need to be a demonstrable way presented in the image for how that would work that simply isn't there, saying lol magic or a wizard did it is just pointless.
