I have edited my Realignment and Relegation Plan.

REALIGNMENT
As before, it was hard to maintain some rivalries (OU-Texas, Tenn-Bama,) and current conference similarity (MAC, SEC, Big 12). The idea is to have * conference of equal size with each conference having an upper and lower division. Max games possible has went from 19 to 15, as it is now, since that was a major issue people had in my first plan.

The regular season would remain at 12 games. Each team plays the other 7 teams in their division, 2 teams from the other division within their conference, and 3 OOC teams. Each team also gets 1 bye week. Games against the other division in the conference are chosen using “Random Number Generator” type system or some similar computer program that can sort that out.
RELEGATION
After the season the bottom upper division and top lower division teams in each conference swap division.

EXPANDED PLAYOFF
Conference championships games are eliminated and the champion is the top team in the upper division. The CFP is changed to 8 teams made up of the upper/lower division champions and starts two weeks after the final games. Both the Upper and the Lower divisions get a playoff. The top 2 in each upper/lower division move on to their respective CFP. Seeding is chosen by a committee like it is now. All games are held at a neutral site. Week 1 is 1v8, 2v7, 3v4, 5v6. Next 2 weeks are self-explanatory. The sites for these games would rotate between LA, San Fran, Phoenix, Dallas, Houston, NOLA, Atlanta, and Miami yearly

Playoff Schedule
Week 1 - Round 1
Week 2 - Bye
Week 3 - Round 2
Week 4 - 3rd place game
Week 5 - National Championship (upper division) and lower division championship

Additionally, the post season would include 12 bowl games for those that didn’t make their respective playoff.

USM I'm not sure even gets by Kentucky in their opener, but they're definitely not getting by LSU. Zero chance.
Tech isn't getting by Arkansas in their opener. Okay, maybe they are, because Bielama loves to choke away the season in the first couple games. But I really struggle to see them winning at Arkansas AND that trip out to Lubbock. Very slim chance.
WKU is at Bama Week 2. Nope.
Marshall probably has the best chance of all of them, but I still can't see anyway Louisville chokes to them and then Pitt turns right around and chokes again the next week. Any coach that lets his team overlook someone who just sprung a major upset the week before should be fired on the spot. I can't see any way Narduzzi lets that happen.

Now that they're there, there's no point in kicking any schools out. It's not like having those extra teams hurts those conferences, except in the case of Idaho and NMSU where they were horrible geographic fits. The only conference where this might still be an issue is the AAC, but those schools are all established FBS stalwarts with decent fanbases and (relatively) deep pockets. If they get the bump from the AAC, they'll easily find a home in the Sun Belt or CUSA or something.
