It's a desperation option, when you're behind and basically have no time left, and have to score a goal. At that point, the other team scoring again doesn't matter, so not having a goalie isn't as important.

This is a stupid idea.
Anyway, the keeper can move anywhere on the pitch (although he can only grab the ball on his own area), so if you must you can sub the keeper out and place an outfield player as keeper and have him move out.
What usually happens is they keep the goalkeeper as the sole defender and move the CBs as forwards in a desperation move. Goalkeepers can also try to head the ball on a corner or free kick. You see this often in the last play of a knockout match.

Well one thing that *does* happen for "desperation" is if a team have a corner in the dying seconds of the match, the goalie will sometimes go up and join his teammates for an extra player. But obviously it's high risk because if your opponent gets the ball they can bomb down the field and score. So they'll only do it if it's deep into injury time and they really need a goal

Because in hockey the goal is significantlly smaller and the value of having a field player is higher because of the lower amounts of players in total. Putting the goalkeeper forwards would make sense if the field was half as big and there were half as many players on it: that's why it is done in Futsal and indoor soccer.

It's the rules of the game. The only thing different about the keeper is that he was to wear a different coloured kit and can handle the ball in his own penalty area.

Hockey has unlimited subs and you can change whole lines.
Football has 3 subs.
You'll take a Defensive Midfielder or a CentreBack out for a Forward long before you take out the goalie for one.
Even if you make 3 attacking Changes you'd still have one Defender to spare before the Keeper comes into play.
