Indycar isn't quite a spec car. The chassis is the same but there are two engine manus that are drastically different.
They also have "aero kits" so each engine manufacturer also sponsors aerodynamic research for cars of their marque. Within each team they run different configurations and stuff.
BTW I did not know Indycars are faster in a straight line. But that has a lot more to do with how much downforce they have dialed in, I believe. Do Indycars have more HP?

I think F1 technically has more (about 950-1000 hp) but due to fuel saving (only 100kg fuel per race) and fuel flow rate limits, they don't have as much all the time. It's mostly about the aero though, Indycars are much slippery-er.

Indycar power depends on the track. For this track I would guess they're around 600. For a street track it will be slightly higher.
In F1, the Mercedes engine is estimated to be near 1000hp.

Because they aren't. The current F1 cars have crazy top end after they shrank the wings (210mph like everywhere while IndyCar only clears 200 on speedways), they just don't race on ovals.

Today I was literally looking IndyCar's site on my phone and it told me 22 mins until the race started, and I walked downstairs to my pc (25 secs?) and it was lap 18/250.
