Neolithic Europeans were mostly genetically similar to Sardinians and Basques (non whites) before proto indo europeans came during the early bronze age and mixed with them.

Again, European megaliths were mostly built by PRE-Indo Europeans, not modern Europeans, they were genetically similar to modern day Sardinians, during the bronze age the Indo European speaking people invaded en mass and changed Western/central European dna to what it is today, the area which was less affected was Southern Europe, especially Sardinia and the Basque region (where they kept speaking a pre Indo European langauge too)

If you consider all Europeans white, then sure, Romans were "white" but the general consensus of "whites" as northern Europeans doesn't fit in with the genetic information we have. This paper published in the journal Nature (Source: http://www.nature.com/nature/journal/v513/n7518/full/nature13673.html) clearly differentiates in 3 key groups from which the majority of Europeans come from, outlining specifically "west European hunter-gatherers, who contributed ancestry to all Europeans but not to Near Easterners; ancient north Eurasians related to Upper Paleolithic Siberians, who contributed to both Europeans and Near Easterners; and early European farmers, who were mainly of Near Eastern origin but also harbored west European hunter-gatherer related ancestry" If we accept that the "Near Easterners" were people of the south-east Mediterranean, then we see that associating Ancient Romans with Northwest Europeans is simply wrong. The paper distinctly states that the 3 origin groups were "highly differentiated populations". Yes, Romans spoke a descendant of the Proto-Indo-European language, but to assume that this correlates directly to a kinship with Germanic peoples is the same as saying Germanic peoples share a kinship with Turks because the proto-Anatolian language is a daughter of Proto-Indo-European.
Further, the Cavalli-Sforza reconstruction of genetic history (Source: http://www.ncbi.nlm.nih.gov/pubmed/2042936) tells us that intra-European migration was negligible following the first millennium B.C., even saying "The... map shows a correlation with the linguistic and historical duality between the Atlantic and Mediterranean fringes, which developed in the first millennium B.C." What this means is that the people who we traditionally identify as being Ancient Romans had little racial admixing with the people who we identify as the ancestors of today's Northern Europeans. Further, simple geography precludes this idea of mixing from even occurring, as the reason the Roman Empire arose was due in part to the favorably defensible position of the nacent kingdom-turned-republic-turned-empire. Following the collapse of the Roman Empire and the rise of the Byzantine Empire, what we see is a pivot further east. The Vizigoths did indeed establish an empire on the land formerly considered Imperial Rome, but what we see following this is a Moorish conquest which, in some parts of the former Roman Empire, lasted until the first millenium A.D., plenty of time for racial mixture from the conquerers to wash away any trace of pure Roman ethnicity, ergo wiping Ancient Romans from the map.
