In this case it seems like he had to keep the car's occupants under the gun until someone could cuff the other adult occupant. In this case it actually makes sense to me immediately why he couldn't tuck his gun away and start applying pressure to the dying man's wounds. It's pretty surprising other people don't see this because he tells her to keep her hands still twice. He is apparently following some sort of procedure that prevents him from rendering aid. However, in other cases we see officers shoot the guy and there are no other people around who are threats. The cops just sort of stand around. Are they not allowed to render basic aid?
