here's proper procedure for telling an officer you have a gun
With your hands on the wheel, open palms, you inform them you have Carry License.
You then tell them exactly where the firearm is and ask them how to proceed.
You do not take your hands off the steering wheel until you are given express permission to do so.
This is not rocket science. The cop leads your actions. Believe it or not, the Cop has about as much desire to be shot as you do.
Either way, we won't really know if Philando fucked up or the officer did until the lapel camera footage is released, because anyone can say anything, if he said "I HAVE A GUN" and reached into a compartment as I approached the vehicle I would have shot his dumb ass too.

I've driven to the range with a handgun in what was very clearly a gun case on the passenger seat many times, and two times I've been pulled over during those instances. Both were different cops, I told both of them, kept my hands on the wheel, and they directed me appropriately, one of them told me to step out of the vehicle and patted me down, and the other unholstered his gun and told me to hand him the case with my left hand. I got my gun back both times. Ticketed for one of those times too.
