Without a TV licence, yes, it is against the law.

So you have to either buy a licence or let them inspect to make sure you don't have a television, which is what is happening in the videos. In the event you refuse them entry, they simply go and get a warrant and the police let them in (with a big red key) and they check for a tele.

So no one has actually been prosecuted or forced tio pay the license.

The only way anyone has been forced to pay it, is IF they acknowledge it as DEBT incurred, but keep studying, and you will learn more about how British law works... it is incredibly and incredulously full of loopholes, because I guess, it is generally acknowledged that man's law is totally fallible, and language muddies the water of how you actually dictate something as fact.
