There was a famous election where the Whig Party ran a Southern Whig in just the Southern States, New England Whig candidate in NE, etc, and they never intended for one to win a majority, but instead would together hold enough votes to keep the other party out, and then decide amongst themselves. Populism itself was created thanks to "peasant-revolutions" which rooted for wealth distribution.
The only difference is that in 19 century populists wanted to tax millionaires, and now they want to tax billionaires.
Stronger borders, stricter border policies and stopping wasteful spendings =/= populism.
