When there is a $50B trade deficit it makes PERFECT business sense to pay for a wall that costs $10B (max).
A country would naturally want to contribute to the securing of their own border ANYWAY, but this will be even more compelling with a light applying of negotiating pressure.
You simply incentivize the counter-party to pay for what you want, by removing the greater good they already enjoy (i.e. the $50B deficit they currently get in this case). E.g. Suspend trade with Mexico, or inflate our currency versus theirs, or some other measure to take away the $50B benefit they are getting. You will see they will RAPIDLY and GLADLY take on the task of building the wall like we tell them to.
