ableton is easy as heck to understand, and the manual is laid out and written beautifully, so read it. there's plenty of good free VSTs out there, Ableton's stock FX and Operator are all you need to start though tbqh. just google "ableton 'whatever you want to know' tutorial" and there will be a video tutorial of it
it'll (most likely) take a long time before you're gud so don't fret if your chiptunes suck for the first 1-2 years
