The UK scene is very musically diverse, so a lot of different genres are posted that not everyone likes. Also the Brit brigade has pretty much taken over /bleep/ culture (since we're always the loudest and memeist voice) and some American and Europeans resent this.
Instead of just posting house/techno and fostering good discussion, which we all appreciate, they decide to strike out on their own. It might even work, but I predict there will be bitterness, shitposting and a lot of dead threads, because most will stay in (/bleep/ and plug).
It will all blow over in a week.

It's usually house music with a soul/RnB vocalist proving the vocals, It may not be considered by some an actual genre, but Anon was probably using it to describe the warm, full, atmosphere you can get it house music. I would say house can sometimes hew closer to traditional song structure, especially if there are vocals, while techno is usually slower to build/change, more like Minimalism (cf. Music for 18 Musicians). That being said, both are old, huge, and varied genres/labels, and these sorts of generalizations aren't that useful

A bar usually, in house and techno, consists of four quarter bar notes or rather "quarter notes".
On each of those there will kick drum, always.
So every four kicks is a bar.
And House and Techno usually use four/eight/sixteen bar phrases.
House also usually is more melodic, it does more in each bar and the phrases are shorter (4/8 bars), while techno is much more minimalistic with longer phrases (8/16/24 or even 32).

The drum sounds themselves, the amount of bass, that sorta stuff.
There tends to be a variation in the kickdrums on the 2nd and 4th beat in house.
Also, the snare/clap on those same beats usually tends to be more pronounced in house music.
