A Storm of Swords was originally planned to be the ending of the series, but somewhere during it's writing GRRM decided to double the series length. ASOIAF/GOT used to be great because it had a lot of great characters, but because killing off characters we love is the stories favourite pastime they've killed off almost every interesting character. Vast majority of the character left are either the bad guys or ones nobody cares about.
It's what Legend of the Galactic Heroes gets so right. Instead of making it a story about characters you hate killing all the characters you like, it's about characters you love at war with characters you also love. No matter how many of my favourite characters LoGH kills off (which is like 60% of them), I still have an unreasonably huge amount of characters I love to root for.
