Not sure if you're aware but burst fire guns are in the same category as full auto in the US. They are all considered "machine guns" and are heavily regulated and controlled under the NFA 1934. To purchase a machine gun you need to be finger printed, have a background check, provide a passport style photo, write a $200 check to the BATFE, and wait several months before they issue you your "Tax Stamp" for that one controlled item, which may be a complete and functional machinegun, lower receiver, or simply a drop in auto sear. It is not a license, it is a proof that you paid your "tax" to own that specific item. You may be saying "well that doesn't sound very hard".
It is because in May of 1986, the Hughes Amendment was attached on to the Firearm Owner Protection Act and signed into law by President Ronnie. What this did was close the machinegun registry for anyone other than a specially licensed gun dealer, specially licensed security company, or government agency so that no new machineguns could be manufactured for sale to a private individual consumer, nor could a private individual manufacture one himself. This completely cut supply overnight, and restricted civilian legal machineguns to those made prior to May (19th?) of 1986. This caused machineguns to rise in price to even the tens of thousands of dollars. Hope this answers your question /k/omrade.

It becomes actually useful in some of the few firearms that can pull off the hyper burst, a special burst fire that works at such a high rate, usually over 2000 rounds per minute, that it can have two, or three rounds leave the barrel before recoil can really have any effect on where they go.
The G11, AN-94, and at least one pistol, the GP K102 R can do it, maybe more that I don't remember.
The US Army has expressed interest in a hyper burst capable rifle since 2011.

from an m4 it'd be the same firing speed that full auto would be, the mechanism being the only thing limiting it to 3 shots per trigger pull. only weapons where this would be different in my knowlege are purpose built machine guns / battle rifles with an adjustable gas regulator. meaning more or less gas from each round firing and the bolt cycling faster or slower as a result. m240b and FALs for example have adjustable gas regulators, m4 series does not and fire rate is going to be as fast as the gas allows the weapon to cycle.
again, 3 round burst is a function of the sear and those 3 rounds fire at the same rate that full auto from the same weapon would.

If there's one thing that triggers me about these people, it's this claim that literally every tiny, little thing gives them PTSD. The only person I know who probably had it, got it from being homeless since age 12. You don't get PTSD from getting mildly emotional over a vaguely shocking thing, like firing a gun or getting wise-ass comments on your Twitter. it dimishes the illness and insults the people who actually suffer from it.
