Well you can easily buy a russian PAK gas pistol. Those are made for 9x22mm with rubber bullets.
Find some tools to open and replace those bullets, maybe put different gunpowder. In both cases, MIND YOUR PRESSURE.

Crush the matcheads into powder, perhaps try putting them in tissue paper so it doesnt leak everywhere?

Your "Gun" is now ready to fire. Test by clamping it in a vice and sticking a long ass cannon fuse or home made fuse into the flash hole while being sure to pierce the charge pack. light it and GTFO.
if it doesnt blow up, make note of the charge weight and any wear or tear to the pipe. if its all the same as before (albeit blacked with soot) then its good for more testing.
If there is any damage whatsoever to the pipe, remake and test with smaller amounts or matchpowder.

You ever have a capgun as a kid? those will work as an unreliable primer. green powder can be made from mixing 90% isopropyl alcohol, potassium nitrate and charcoal. but the sulfur is what makes the ignition temp low. potassium nitrate is used in gardening charcoal is obvious and sulfur is found in pharmacies.
lead is easily found in junk yards if it has any tires. just ask them for wheel weights and they'll usually dump the things on you because they have to pay to get rid of em.
you can use any metal tube as a case, but you might have trouble removing them from your gun.

There were many Sten-guns left behind after the war. I heard the story of some local farmers (won't give up location) who gathered like 10 big crates full of old sten guns.
