In the old Roman Empire Greece was very influential but the ERE was essentially Greek.
Keep in mind that Roman Empire was multinational and Emperors could be from any part of the Empire if they were good generals and their legions were loyal to them but the old Roman Empire was mostly Latin with Greek influence, while ERE was mostly Greek with Latin and maybe some middle Eastern influence.

Sure, the Byzantine empire wasn't Greek only in its name. No debate about that. Everything (mostly) that was accomplished in the eastern part of the Roman Empire however (mediterranean coast part, anatolia etc), can be claimed by Greeks, and rightfully so.
