They're both very similar. They both mean to represent an error of greatness or importance. Underestimate is more often used to represent an error of verifiable or concrete subject. For example, you can underestimate the number of hotdogs an American can eat. Underrate is used to represent an error of something more subjective. Example, an American can believe Japanese people underrate the taste of a hotdog.

Underestimate is usually used as an active verb. When you underestimate someone, you think they can't do something as well as they can.
Example: Bob is playing chess against Jim. Bob underestimates Jim's chess ability, and goes easy on him. Jim wins because he is actually very good at chess.
Underrate is not often used as a verb, but is used in it's adjectival form (underrated). Something is underrated when you think it's better than what other people think.

I've been taking Japanese classes, or aiming to do so at least. We're taught keigo at the very, very beginning. We don't even begin discussing casual Japanese until after we've learned adjective inflection and the ~te form. The same was true when I took French in high school, we learned strict and proper French for the first two years and then we began learning to speak casually.
I think in general it's best to learn to speak a language politely first, then learn to speak casually.
