Go learn how to draw with your shoulder first then go draw a ton of clean boxes until you can do that, report back in the beginner thread so we know you tried to improve and then it should be more clear where to go from there. Take notes while watching and try this method out on referenced heads first. Get the proportions right.
Once you understand the basic concept read this for a better understanding:

Proko's videos are great for getting started. His playlist on facial features make a good addition to his "How to draw the head" series. After that and reading Loomis you might want to look at how different artists approach head construction, for example Hampton or Reilly. Learn to research stuff on your own and properly apply what you learned.
btw. Try to pick up figure drawing as well. Start with practicing gesture first, then basic forms of the body and if you became decent at it, move on to anatomy. Don't skip the other parts, anatomy on its own will not help you before you understand how basic construction works.
Since you don't seem to have a good understanding of forms and your line quality could be much better, maybe you want to do the first two lessons of draw a box first. (Or look up Peter Han on YT) Additionally the basics of constructional drawing/ dynamic sketching are decently explained by drawabox, so you might wanna read into that as well. For the other exercises on the website I personally find other sources much better, for varying reasons, but see for yourself what works.

Instructional Artbooks:
- Loomis (read first, easy to get, covers basics of figure and portrait drawing)
- Hampton (-> figure drawing)
- Robertson ( -> construction, focus on non-organic objects)
Again: Don't just read it, but to take notes, draw along and practice that stuff. Have fun and don't be disencouraged by the flood of information! You can make it if you really try.

Head looks okay for an anime, torso is really fucked up and you have no idea how boobs work. Did you use a reference for this?
Also: What's your goal, OP? Just getting good at drawing cute anime or trying to make this craft your base of income? If it's the first, take what you want and work your pace, getting eventually better while having fun. If it's the latter I would highly recommend to stop drawing anime until you know how the body looks and works.

More range of motion. More stable of a control in your drawings. This is all possible with the wrist, but it's much more difficult and not good to use the wrist that way. The shoulder is weak if you're not used to using it, but it will be the main muscle in your arm and help you if further use it.

I think you're on a good way. Start pracicing colors and values and apply them to an anime head like you just drew and you'll get into the right direction.

If you draw irl you want to have clean, precise, long strokes when you work on a bigger canvas. It helps to increase the line quality over all. Try it, your lines will be much more confident. Personally it also helps me a lot with finding gesture and flow and drawing more loosely.
Another advantage: It prevents carpal tunnel syndrome.
If you only draw digital and use a medium or small sized tablet you don't need drawing from the shoulder per say. (Would still recommend)
