You can already do that with http://download.kde.org/stable/kdewin/installer/kdewin-installer-gui-latest.exe.mirrorlist for a long time now

However, the Lintard shit cannot really interact with Windows processes so it's really aimed at just adding the comfortable Linxus workflow to Windows for people that like GNU tools. I haven't even gotten firefox to work fully, it'll launch for a second then crash, I think due to some dbus problem

True, you can get kwin from cygwin but you'd have to have a really hacky setup and like use RemoteApp feature from Windows + a rdesktop client inside your X to be able to run Windows programs with kwin
