Better to convert to 48fps or you'll end up having to do some pulldown fuckery.
There is a very noticeable difference. Whether it's preferred is entirely subjective. I think most people adapt to it if they watch it all day. The only caveat is that some types of videos do poorly with motion interpolation, like animation.

It is a literal placebo effect. A fancy form of adding new frames between the existing ones, by blending and tweening the existing frames.

No, you'll need some AviSynth magic to finish converting before trying to watch. The magic is terribly buggy and kinda hard to set up, though.
