What torrent client has the ability to add RSS over Web UI?
Currently running an Ubuntu Server with but I find no other alternative to x11 forwarding atm.
No CVEtorrent shills please
I'm not sure if transmission's WebUI can add RSS. However flexget uses a simple yaml file to get RSS torrents, and auto download them. Pretty easy and cosy once you get your file written too.

rtorrent + rutorrent
The answer is always rtorrent + rutorrent. If you care about really aggressive leeching then the answer is sometimes deluge, but usually it is still rtorrent + rutorrent

Flexget is a tool written in Python. It takes RSS feeds and tries to find files matching the criteria you write in the Yaml file. For example, I have a script that checks nyaa every 6 hours for the amine series I plug in, for files that are 720p and from a certain group. Works with transmission and rtorrent. You can even have it rename the files downloaded, and move files around for you with transmission. Rtorrent doesn't support renaming files, but will move things. Documentation is a little rough. However once you get it, you can typically write a script for any site.
