Yes, it was a driver but that was rectified quickly.
All these so called "gimping" has been fixed with the next driver update from Nvidia.

whats funny is the performance regression for all nvidia cards except the 1080 when running in vulkan.
doom - vulkan doesn't even enable async on nvidia cards, only amd, and nvidia still receives performance regression in vulkan.
there's even posts on the official nvidia forms about this.

So it doesnt have anything to do with nvidia but with developers if same settings older api (opengl) allow nvidia cards to perform better, it seems devs just fucking up.
