Guy I work with just referred to Windows 10's command line as "the DOS emulator thing" and the bit locker management program (manage-bde) as a DOS command.
I was surprised by this but quick google searches also seem to refer to it as a "DOS command line".
Who is the misinformed one?

Try running 16-bit DOS software on a 64-bit version of windows, then.
Im not saying it's good or better than powers hell I just didn't think it had anything to do with DOS.
He was wondering why his computer was behaving strangely, and we just got new policies that include but locker encrypted drive. Cmd is great for running single short commands that don't need to do much. I.e.: 'manage-bde -status'

That's what I'm getting at. That cmd just runs programs same as explorer. It's not some strange DOS portal like my coworker seems to think it is.

The formal name is "Command Prompt". It's the windows NT command line interpreter.
No, it has little to do with dos except for the fact that it looks like it. It's not a dos emulator and it isn't a dos command line. Referring to it as something dos is wrong.

Normalfucks and dumbshits will usually refer to it as something dos because they think ms-dos is the only os to ever use a fucking command line. Ever dumber shits will just shout shit like "LOL HE'S HACKING".
It's not DOS. Windows XP is an NT machine. It's simply a command line. I just call it cmd and most people know what I'm talking about.
