So i made the mistake of buying a second hand r9 290. I am having problems with the display and wanting to know if this is the sign of a bricked card or possibly another problem.
It wont display bios or post and all i get is this screen.

I was thinking perhaps this psu is just not up to the task. Any thoughts?

The psu is good enough and an idling card draws much less power, so if it's doing that it's probably toast.
I would try it in another computer just to be sure. If you can't refund then all I can suggest it to bake it.
