And yes, and arduino would be optimal for your level, if you have any experience with electronics try another microcontroller, I suggest PIC.

Don't get a name brand arduino. You can get a chink brand from ebay for less than $5 and it is just as reliable and completely compatible with the arduino software

with Arduino you can make prototype your own board and make your project outside of dev kit.
with Raspberry while possible it is going to cost you an arm and a leg.
then yes, an arduino will do fine. the programs, called sketches, are written in what is pretty much C, according to my coding mentor.
