Im looking to do a project for my mother, I'd like to have (whichever one works) an arduino or rasberry pi board that emits a sound. I'd like the sound to be "Happy Birthday Mom" and maybe a birthday jingle after that. Would I need arduino or rasberry Pi for that?

And yes, and arduino would be optimal for your level, if you have any experience with electronics try another microcontroller, I suggest PIC.

Don't get a name brand arduino. You can get a chink brand from ebay for less than $5 and it is just as reliable and completely compatible with the arduino software

with Arduino you can make prototype your own board and make your project outside of dev kit.

with Raspberry while possible it is going to cost you an arm and a leg.
