If I delete a file/image on windows, that file is not really

If I delete a file/image on windows, that file is not really deleted.

If I copy the folder containing that deleted file to another drive, is the deleted file still there?

Yes.

Moving a file from one device to another is equal to copying it and removing after. That's what your OS does when you tell it to rename() a file to a different device.
