Heated clothing was a think in WW2. B29s had sockets and rheostats so you could plug in your jumpsuit so it would keep you warm at high altitude.
The jumpsuits had ceramic lined resistive coils that produced heat.
However they did have a Flying Super Fortress to power said jumpsuit.

Got a pair of heated boots for like $50 on sale, the heating works well but when they run out of juice they suck ass. (Bought in the US)
I've only ever seen heated boots in the US, probably cause you don't know how to dress properly using normal winter/leather boots.
