You don't need a lot of wattage for something like a pci card that lacks big solder pads. A good cell phone charger should supply enough.

If I had to choose between a shitty mains one and that USB one (both without temperature control) for a job like that. I'd pick the USB one. Because it doesn't put out as much excess heat which will only damage shit and it's much lighter with a finer tip.
