You're thinking of rm -rf /
Which needs sudo because you're deleting the root partition/folders
rm doesn't need any extra permissions on regular files that your user is allowed to access like your own home directory.
Otherwise shit like your file manager wouldn't be able to delete files.

This. Power off immediatly the PC to prevent data overwriting, then boot up a Linux (inb4 interjection) live and run photorec. The Arch live for example has the software already installed. Get an external HDD to place the recovered files.
