AMD have updated their drivers to lower PCI-E power draw on reference cards.
> As you know, AMD launched the Radeon™ RX 480 graphics card last week and it was well received by customers and reviewers alike. However, concerns arose around the Radeon RX 480 drawing excess current from the PCIe bus. Although we are confident that, based on expected usage, the levels of reported power draws by the Radeon RX 480 do not pose a risk of damage to motherboards or other PC components, we are serious about addressing this issue. Towards that end, we assembled a worldwide team this past weekend to investigate and develop a driver update to improve the power draw. We’re pleased to report that this driver—Radeon Software 16.7.1— is now ready and available for download. In this driver we’ve implemented a change that will lower current drawn from the PCIe bus.

AMD
Wants console games to have a good and easy time to be introduced to pc gaming with cheap cards but at times lack in the best performance ever.
Nivdia
Wants to be high end and take control of where graphics cards for gaming/editing should be at but there cards at times are very priccy and is hard for people to follow them all the way.
Overall it just depends who you are when choosing graphics cards, no one is wrong and no one is right.
The funniest thing is the RX480 performs much better when undervolted

It performs better because they made the drivers more optimized. Not because they lowered the power consumption. Actually, they didn't even lower it. They just changed duty cycles on the power phases which changed power draw bias toward the 6 pin. (which is good)

problem is that since the card still maxes out the spec and powers the memory entirely from the pcie bus. if you OC memory at all you're bringing it back into spec breaking power draw, which is disappointing as fuck.
